Muscle weight gain - #22454

My body weight stuck at 66kg and my height is 6 feet. My age is 35 and I am a male. I used to have 78-80 kg. After a carb free diet my weight fell down. . How can I gain muscle weight when I have IBS-M, prediabetes, hypoglycemia, low bp, weak immunity and neck c4 disk pain?
