My mother is 67 years old and has high blood pressure and diabetes. She now experiences tingling, burning, and pain in both her legs. She also feels restless. Please suggest an Ayurvedic medicine for this.

This most probably is diabetic radiculopathy, how long has it been since her diabetis diagnosed? What is her current HBA1C AND FBS? ALSO DO A C PEPTIDE TEST IF YOU HAVEN’T DONE SO YET. If you have recent reports reach out with those reports.
Meantime
Along with her diabetic medications start nisakatakadhi kashayam 10 ml twice daily before food mixed with 60 ml luke warm water.
Sreemed neuro core GP
Ksheerabala 101A 10 drops in kashaya.
The neuropathy symptoms can be controlled with this medications but she needs monitoring and clear diet councelling.
